The National Government has updated the provisions governing agricultural fertilizers and amendments, simplifying operator registration and eliminating its expiration (SAGPyA).
A comprehensive update of the provisions governing fertilizers and agricultural amendments was carried out under Law No. 20,466. This was announced by the Secretariat of Agriculture, Livestock and Fisheries of the Ministry of Economy of the Nation, which detailed that this body “will assume the role as the authority in charge of establishing clear definitions on these essential inputs for agricultural production and ensuring their correct manufacture, import, export and distribution.”
The new regulations simplify operator registration and eliminate its expiration. Under this scheme, the aim is to facilitate the import of products certified in countries with high surveillance, thus avoiding duplication of procedures and promoting greater international commercial integration.

Safety and Procedures

Regarding safety, a prior notification will suffice for the transport of fertilizers containing ammonium nitrate in large volumes, “a key requirement to minimize risks associated with its handling,” states the official communication, which explains that:

“before this regulation, the procedures required prior authorization from SENASA, whose approval could take up to 15 days.”
Decree 101/2025

Decree 101/2025 establishes that fertilizers and amendments that are “manufactured, packaged, sold, imported or exported will be subject to registration under the responsibility of SENASA (Revista Chacra)… in accordance with the regulations issued by this body, in order to ensure to the user the guaranteed goodness and quality of these.” Likewise, individuals or legal entities that manufacture, import, export, package or distribute fertilizers or amendments must register.

Definitions

Furthermore, the regulation defines “fertilizer” as those products “intended to increase the growth and productivity of crops due to the direct supply of nutrients. These products may be inorganic or organic in nature, and may contain various nutrient elements.”
Meanwhile, it considers an “amendment” as “any substance or mixture of substances of a mineral or organic nature, which incorporated into the soil favorably modifies its physical, chemical or biological characteristics, without taking into account its value as a fertilizer, such as: gypsum, limes, sulfur, dolomite, peat and any other substance or mixture that SAGPyA considers appropriate to include in this denomination.”
