Hainan Meiyu Jewelry Co., Ltd. has successfully become a beneficiary entity under the “Value-Added Processing for Domestic Sales Exempt from Tariffs” policy, marking a new addition to Haikou’s Longhua District as a jewelry processing enterprise eligible for duty-free domestic sales.
Hainan Meiyu Jewelry Co., Ltd. officially initiated its application for the pilot program beneficiary status on August 5, 2025. After over three months of efficient progress, the company successfully completed the entire closed-loop process on November 28, 2025. As an enterprise deeply engaged in the jewelry manufacturing sector, Meiyu Jewelry covers the processing of a full range of pearl jewelry, including conch pearls, South Sea golden and white pearls, AKOYA pearls, and freshwater pearls. To date, the company has completed processing for one batch of imported raw materials, selling 100 pieces of jewelry out of the special customs supervision zone, with a cumulative domestic sales value reaching 380,000 yuan, directly enjoying tariff exemptions of approximately 50,000 yuan.
The successful implementation of the policy is attributed to the collaborative efforts between the government and the enterprise. Since the company began its preparation for participation and policy application in August 2025, the provincial, municipal, and district-level departments of science, industry, and information technology have worked closely with Haikou Customs, proactively providing front-line services. Through a series of measures such as targeted policy briefings and comprehensive guidance throughout the application process, they have helped the enterprise overcome the “last mile” challenges in policy implementation, effectively transforming the policy dividends of the Hainan Free Trade Port into momentum for enterprise development.
The next step for Longhua District, in collaboration with Haikou Customs, will focus on the combined policy measures of “Two-Step Declaration + Value-Added Processing Tariff Exemption for Domestic Sales.” They will continue to guide enterprises in deepening policy application, further unleashing the dividends of institutional innovation, and helping enterprises reduce costs, increase efficiency, and enhance market competitiveness.
