First, to clarify, Decree Law 22 of 2020 reaffirms the non-commercial nature of imports made by natural persons, but establishes that non-prohibited products can be introduced, either as cargo, postal packages, unaccompanied baggage, or in passengers’ luggage, and that everything imported must be declared, even items exempt from payment.
In general, natural persons can import 25 kg of personal effects, free of charge. The remaining items must not exceed 1000 pesos or 100 kg; and if the import contains miscellaneous goods, Cuba Customs determines their value based on weight.

Changes in Non-Commercial Import by Natural Persons

It is worth remembering that Cuba created a new table specifying the quantities and values allowed for importing items and that adjustments were made to regulations for importing medicines. The rules for importing foods of animal origin were also reviewed and updated.
Until March 31, 2024, the non-commercial import of food, hygiene products, medicines, and medical supplies will be permitted without quantity limits. In the Cuba Customs price list, these products will be exempt from paying customs tax when they are part of your accompanied luggage.
