This article reports on a proposal to install temporary fuel tanks and pumps along a major Vietnamese expressway to address supply disruptions during the Lunar New Year travel period. The request highlights the logistical challenges and potential fuel shortages that can arise during peak holiday seasons.

The supply at two gas stations located on the Ho Chi Minh City – Long Thanh Expressway is disrupted, while a business in Dong Thap Province has requested permission from Dong Nai Province to install fuel tanks to “rescue” the supply during the Lunar New Year holidays.
Regarding the disruption in fuel supply on the Ho Chi Minh City – Long Thanh – Dau Giay Expressway, Binh An Petroleum Company Limited (Binh An Company), headquartered in Trung An Ward, Dong Thap Province, has sent a document to the Department of Industry and Trade of Dong Nai Province proposing a solution to temporarily install fuel storage tanks and pumps to ensure supply.
To demonstrate its capabilities, Binh An Company stated that it is a petroleum distribution company with a retail and franchise network of over 100 gas stations in 12 provinces and cities. This includes 6 franchise/dealer outlets in Dong Nai Province.
Binh An Company claims to have many years of experience in the petroleum business on the Can Tho – Ca Mau Expressway.
At the same time, the company understands the difficulties faced by Dong Nai Province and its people due to the temporary closure of the two petrol pumps located on the highway.

Therefore, Binh An Company requests the Department of Industry and Trade of Dong Nai Province to consider allowing the company to temporarily install fuel storage tanks and fuel pumps at the location of the currently inactive gas station to ensure continuous supply, meet transportation needs, and promote local economic development.
Proposing to install fuel tanks at the two currently closed petrol pumps, Binh An Company also noted that approximately 60,000-70,000 vehicles travel on the Ho Chi Minh City – Long Thanh – Dau Giay Expressway daily. Therefore, any disruption in fuel supply on this important expressway could pose a potential risk to traffic flow, especially during the peak Tet holiday season in 2026.
With the above proposal, Binh An Company is committed to ensuring that if the proposal is considered and approved, fire safety, environmental protection, and compliance with quality and standards for petroleum products sold in the market will be upheld.
Despite the fuel supply disruption, Dong Nai Province has not yet finalized any solution.
As previously reported by Tuoi Tre Online, two gas stations at the rest stop on the Ho Chi Minh City – Long Thanh – Dau Giay Expressway have been closed for over 20 days because their licenses have expired and new retail licenses cannot be issued due to civil disputes.
For several months, the Vietnam Expressway Development Corporation (VEC) – the investor of the expressway – has also reported to the Department of Industry and Trade of Dong Nai Province, requesting their views and support to maintain the validity of the fuel business license for the retail unit at the rest stop (which has already been licensed by the department) to ensure no disruption in the fuel supply chain while awaiting the court’s decision on the dispute.
The Department of Industry and Trade of Dong Nai Province has coordinated and cooperated with relevant parties and has also consulted with the Ministry of Industry and Trade and the People’s Court of District 1 – Ho Chi Minh City to find a way to maintain the supply of petrol and diesel fuel on the expressway, but no solution has been finalized yet.
Seeking a solution, the Department of Industry and Trade of Dong Nai Province is continuously “appealing” to Ho Chi Minh City and Lam Dong Province to warn drivers to refuel before entering the highway during the Lunar New Year holidays.
The Department of Industry and Trade of Ho Chi Minh City has publicly provided a list of 11 fuel stations located in the eastern part of Ho Chi Minh City to inform drivers so they can refuel before entering the expressway.
Meanwhile, the Department of Industry and Trade of Dong Nai Province has not yet found a solution to resolve the disruption in fuel supply on the Ho Chi Minh City – Long Thanh – Dau Giay Expressway, while fuel is considered an essential commodity.
Previously, the Ministry of Industry and Trade confirmed that if retail petrol stations in the area meet all conditions, the Department of Industry and Trade is responsible for issuing eligibility certificates for new, supplementary, modified, and re-issued licenses.
The licensing process is not directly managed by the Ministry.
The Dong Nai Department of Industry and Trade continued to seek opinions from the People’s Court of District 1 – Ho Chi Minh City and received a response that licensing the two gas stations, as mentioned above, falls under Dong Nai’s jurisdiction.
