This article describes the first successful customs clearance of value-added processed goods through Sanya’s “second-tier port” since Hainan’s island-wide customs operation began. It highlights a key logistical step in the development of the Hainan Free Trade Port.

On December 18, a batch of pearl jewelry entered the customs supervision channel at the “second-tier port” of Sanya Phoenix Airport. After swift review by on-site customs officers, the goods were cleared and released, boarding a flight to Guangzhou. This marks the first batch of value-added processed goods to depart the island via Sanya’s “second-tier port” since the island-wide customs closure operation commenced.
The value-added processed goods were produced by Hairun Pearl Inlay Factory. Leveraging information management, the production process is fully traceable from raw material warehousing to finished product delivery. Bonded imported raw materials arrive at the factory and undergo a series of high-value-added processes including design, 3D wax printing, model setting and stone inlaying, polishing, and mounting, ultimately being crafted into exquisite jewelry such as pendants and rings.

She explained that as the entire production process remains under bonded status, import value-added tax and consumption tax are only payable when the goods clear customs for sale to mainland China, further alleviating the enterprise’s burden and laying a foundation for long-term, orderly operations.
The duty-free policy for domestic sales of value-added processed goods is one of the core tax policies under the Hainan Free Trade Port’s “first-tier liberalization, second-tier control” framework. To help enterprises precisely enjoy policy benefits, Haikou Customs has continuously optimized supervision services, introduced “one enterprise, one policy” targeted support measures, conducted multi-dimensional policy briefings both online and offline, guided enterprises in grasping policy essentials, and innovatively launched a “one-on-one” enterprise service mechanism. They provide precise guidance and answer questions for enterprises across multiple stages including warehouse construction, monitoring point selection and networking, ledger filing, value-added rate calculation, and document declaration, effectively bridging the “last mile” of policy implementation.
It is worth noting that the successful departure of this batch of goods also marks the official operation of Hainan’s first digital professional pearl inlay factory—the Hairun Pearl Inlay Factory. Located in the Hairun Gold & Jewelry Industrial Park within Yazhou Bay Science and Technology City, the factory features modern standard workshops and has introduced digital processing equipment and a professional technical team. It covers full-process functional modules including product design, 3D wax printing, precision investment casting molding, raw material pretreatment, precision inlaying, pearl finished product processing, and quality inspection, possessing complete production capacity for “precious metal forming + pearl inlaying + finished product refinement.” The factory is also a park demonstration project applying Hainan FTP policies such as duty-free domestic sales of value-added processed goods, duty-free import of self-use equipment, low tax rates, and simplified tax systems.
