The political situation remains very unstable. Police and military forces do not hesitate to suppress any opposition by force, including with live ammunition. Armed clashes are frequent and even intense in several states and regions.
The country continues to experience a civil disobedience movement (CDM) and a deep economic crisis particularly affecting the functioning of the banking sector. Access to cash is persistently disrupted. Following the adoption of restrictive measures, telecommunication and internet networks remain regularly disrupted. It is common for the content of mobile phones to be checked by security forces. The presence of messages suspected of being linked to opposition movements or the installation of connections to one or more virtual private networks (VPNs) can lead to the confiscation of devices and legal prosecution.
Furthermore, the increase in explosions of unknown origin, in Yangon and across the country, calls for enhanced vigilance. It is particularly important to be cautious in crowded public places or places linked to the state apparatus, security institutions, or reputed to be owned by military institutions or their officials. It is recommended to always carry identification documents and to be particularly cautious in all public expressions, especially via social networks. It is also recommended to stay away from gatherings.
A curfew from 1 am to 3 am is in effect in most of the territory, including Yangon. In Mandalay, the curfew was reinstated on November 7th (8 pm – 4 am).
Martial law was established on March 15, 2021, for 6 townships in the Yangon Region (Hlinethaya, Shwepyitha, North Dagon, South Dagon, Dagon Seikkan, North Okkalapa). On February 1, 2023, martial law was extended to 37 other townships in the country, notably in the Sagaing, Magway, Thanintharyi regions and Chin State, and on November 13, 2023, to townships in northern Shan State (Konyan, Laukkai, Lashio, Muse, Hsenwi, Namkham, Kunlong, and Kuktai). The curfew in these townships is in effect from 7 pm to 5 am. It may be adjusted by the military authorities without prior notice.
Residents in Myanmar are urged to exercise the utmost caution in their movements and to inquire beforehand about local security conditions, which can be very volatile. It is advisable to avoid using rail transport. In case of travel to areas not recommended except for imperative reasons, it is strongly recommended to stay informed about the evolution of surrounding security conditions, to keep loved ones informed of these exceptional movements, and to exercise the greatest vigilance. Due to the development of increasing street crime, particular caution should be observed.
