Beijing Ruzhen Pearl Technology Co., Ltd. (hereinafter referred to as “Beijing Ruzhen Pearl”) has become the first enterprise in Hainan to apply the combined policy of “Two-Step Declaration + Processing Value-Added Domestic Sales Duty-Free.” After obtaining the qualification for the processing value-added duty-free pilot, and combined with the “Two-Step Declaration” new model promoted by customs, the company has achieved improvements in customs clearance efficiency and reductions in operational costs.
Beijing Ruzhen Pearl officially obtained the qualification for the processing value-added duty-free pilot on November 30, 2024. Since the first business landed on January 22 this year, the company has cumulatively enjoyed policy benefits of approximately 1.5 million yuan. However, due to the non-standardized nature of pearl raw materials and conflicts between existing policies and traditional industry models, Beijing Ruzhen Pearl initially still faced difficulties in the import process, such as complex overseas classification and calculation procedures, low efficiency, and high personnel travel costs.

In June this year, the General Administration of Customs issued a document to comprehensively promote the “Two-Step Declaration” customs clearance model, which involves a preliminary declaration in the first step to achieve prior release of goods, followed by a complete declaration and account entry in the second step. Under the coordination of the industry and information technology department, through continuous exploration by customs and the enterprise, the combination of the “Two-Step Customs Clearance Model + Processing Value-Added Domestic Sales Duty-Free Policy” was successfully implemented in a closed loop on September 16, solving the original problems of high costs and low efficiency in overseas pearl classification.
The economic effects generated by the叠加 of Hainan Free Trade Port’s processing value-added duty-free policy and the “Two-Step Declaration” customs clearance model are becoming apparent. Compared with the traditional declaration model, the “Two-Step Declaration” precisely solves the difficulties faced by non-standard products like pearls under the traditional customs clearance model. Enterprises no longer need to send staff abroad for quality inspection, significantly saving costs. Data shows that the company’s raw material procurement cycle has shortened from over half a month to about one week, and customs clearance efficiency has doubled.

To promote the benefits of this policy to enterprises, customs departments, guided by enterprise needs, have量身定制 a policy “service package.” They guided Beijing Ruzhen Pearl to reasonably set up import material storage sites and established a special approval team. Through methods like “non-face-to-face approval” and real-time specialist follow-up, they provided precise guidance for the enterprise to complete the entire process operation. Multiple levels of municipal and district departments worked together to serve enterprises in享受 policy benefits. The Longhua District Science and Technology and Information Bureau provided full-process services for the enterprise, from policy interpretation and material specification preparation to coordinating with provincial and municipal industry departments and customs for on-site guidance,打通 the “last mile” of policy implementation. In the future, the district will conduct precise business training and practical guidance for enterprises in the辖区, and focus on industries like pearls for investment promotion to attract high-quality projects.
